Responsibility and status for subdetectorsystems for the oncoming

Miscallenous:
The chamber has to be opened up because of some small leaks in the old
feedthroughs and (probably) one big leak in the JOPL flange.

Important:
Everyone who wants to participate at the
S117 experiment has to read the safety instructions for Cave B and has to
confirm this in signing the experiment sheet in the Cave B logbook.
